All of the universities listed on this page are public institutions in California with developed support programs on their campuses for former foster youth. Independent universities in California may offer similar support services to former foster youth through EOP (Educational Opportunity Program) and/or SSS (Student Support Services).
A recently enacted state law requires all California public universities, beginning fall 2010, to give priority to former foster youth for campus housing, and work toward providing housing without vacation interruptions. The universities listed on this page offer year-round housing to former foster youth on their campuses.
Even more recently, on Oct. 4, 2011, Governor Brown of California signed a law (AB194) that requires all CSU campuses and California community colleges (and requests the UC) to provide priority registration to former foster youth until January, 2017.
When considering the universities listed on this page, it's important to read the criteria for scholarship/support program eligibility. Some of the public universities give priority to former foster youth who live in the campuses' "service area". San Diego County residents should first consider Cal State San Marcos, San Diego State, and/or UC San Diego in order to compare benefits and services at other universities.
In addition to the universities listed on this page, there are a number of California community colleges (CCCs) that have developed support programs for former foster youth on their campuses. However, none of the CCCs in San Diego has on-campus housing, whereas the universities in San Diego County with support programs do.
